Outside tiles replaced and rerouted on patio

I have some tiles on a patio that need relaying in areas and regrouting. Because the grout has come away rainwater has been washing away the surface below the tiles. I asked a tiler and they said I needed a paver. A paver said I need a grouter.- I think its a job for a tiler as the tiles are about 60cm sq and are about 1.5cm thick max
