Floor tiles remove replace with tile or laminate

smalll bathroom that has loose broken tiles on the floor that need removed . I need either replacement of the tiles or laying of vinyl / laminate what ever is most efficient and cost effective as this is a short term plan till the entire bathroom has a make over. Currently due to the loose grouting and cracks water is able to get under the tiles on the floor so this is to solve that problem in the short term. Thanks
