uplifting terracotta tiles on deck

The deck has been enclosed into the house. The tiles were laid on top of the existing wooden deck boards, with a thin paper and fine mesh, they were cemented together instead of grout. I have chipped around some and they will come up if cut in large sections. They do not need to be individually lifted. I want to return the level to the same as the living room and intend laying a thin layer of base board and then to lino. Best idea is to come and inspect. St Heliers, wanted to start immediately.
