Outdoor Retiing of fallen tiles

We have an outdoor step which needs retiling. some of the tiles have come off the step and need to be reattached. Some tiles are cracked so need to understand if the tiles left will be able to cover all of the step now. Also have an outdoor bbq area that tiles have fallen down from to be put back on.
