Pool leak/relining

We have been given the absolute run around trying to find someone to come out and look at our pool. It is an in-ground liner pool with a leak that we think is coming from around the stairs entry into the pool. It seems the silicone has come away and may need redoing or we may need to refurbish or reline???? All we are needing is someone to come and advise and let us know what we are needing. We cannot find anyone after numerous calls to a number of repairers who just won't come and look at it, it is now becoming a mosquito breeding pool. Hope you can help :) Tanya
