Potential pool pump problem

The water jet in the pool isn’t a constant flow and there are bubbles that are rising to the top (see pic). We have put a new o-ring and lubricant onto the strainer lid for the pool pump (see pic). We have cleaned the pool doing backwash etc, filled three pool, and still have a problem. We’d like someone to come and check it out to see what the problem could be, offer solutions and carry out repairs, if any are needed.
