Laying Pavers for Spa Pool

We have purchased a spa pool (1.9x1.9m) and pavers. We have also had an excavator professional dig out the garden until be hit clay. He removed about 6 tonnes of soil then filled the hole with 7 tonnes of metal and compacted the metal. We seek a professional to lay an area of 2.5x3.5m with our pavers on which to place the spa. We are open to discuss the need for concrete or a compacted sand top as the base.
