To install an outdoor socket for a 15-amp spa pool

need to run a cable approximately 15 meters from the distribution box to the backyard to install an outdoor socket to power my 15-amp spa pool. Ideally, someone with experience in spa pools can handle this. When the spa pool's jets are running, there is a sound of electricity, and I am not sure if there is an issue or if this is normal. Since this is a second-hand spa pool, I am uncertain whether this is a standard occurrence
