Having had a look at what little site information is available from the WDC website I would like to suggest that you consider employing a surveyor to produce an electronic survey of your site. This plan should show all boundary lengths and bearings, site contours @ 400mm gradient of slope, existing buildings, parking areas and driveway and any piped services, water tanks etc on the site. The council will require this to be provided as part of the building consent application package. This drawing will also allow the site to be accurately modelled to determine all existing and proposed heights to ground and building apex. I realize this comes at a cost but other than paying a builder to plot the site by hand there is no other way through the process. A few phone calls to local surveyors will give you a price.
