Hillside water seepage - investigate and report on source

I think I need a stormwater engineer to investigate and report on the source of a small stream that has been running for about 3 years from an unoccupied neighbouring property, across council land at the base of my drive. Wellington Water say it's a natural spring (which is odd b/c it has only been running 3 years and it is constant rate) so it is Wellington City Council responsibility. WCC say it is potable so it is WW responsibility. Meanwhile a shared driveway (mine and neighbor) on council land is subsiding probably because the leak has caused the council land to be waterlogged.
