Mill Road subfloor testing

My building inspection has raised concerns about the soil moisture content (dampness) in the subfloor of a property I am interested in purchasing. He has recommended I seek out testing by a soil engineer. I would like a cost estimate for the testing and report of the condition of the subfloor and risk to the property Note I will get 3 quotes and have no idea on cost for testing and report so below is simply a guess
