40ft Reefer Container Conversion

In the process of converting a 40ft reefer container to a dwelling with Kitchen and Bathroom. Whilst being under 30sqm i understand this will still need to be built to code - and potentially have certified housing plans. Due to the fact that the conversion site will not be its final location, i am unsure whether this will require a building consent. I need an expert who knows the process i must go through, potentially an architectural draftsman/structural engineer who can complete/help with these certified housing plans. Timeframe: ASAP
