GeoTech Report - Second opnion

After a Geo-Tech Engineer to provide us with a second opinion. The land we have purchased was sold as TC1. Our neighbours have managed to get away with normal foundations. We had a soil report done and are not too confident on these results - mainly due to the fact of his indecisiveness and deciding on Ribraft foundation. We agreed with this until we started seeing that others had managed to get away with a normal foundation with minor digouts in weaker areas. Overall, he confused us and builders involved with the way he kept changing his mind on what to do, which is not something we really want to trust now. Wondering if someone could give us peace of mind and give a second opinion before we move through council. Will need done fairly quickly (next week or so)
