Subdivide Section

I have a section and am looking to subdivide in two and build on the rear (see attachment). Looking to have the section surveyed for subdivision. Ideally want some one with knowledge with Waimakariri district council. This proposed subdivision does not fit district plan so also ideally after a surveyor familiar with this process. The section is flat and in the residential 1 zone. Please indicate what steps you include and costs. Feel free to ask any questions for clarification.
