Bellevue SED retaining wall

I need a retaining wall engineered between to properties on a sloping subdivision. The retaining wall in the photo needs to be undercut by 1m to form the ground level for a new build. The new retaining wall needs to support this existing wall plus the surcharge of a vehicle on top. The existing wall was done without a consent and has not been engineered for the surcharge that we know of.
