storm-water overflow system

I require a storm-water overflow system from a residential water-tank to the road for storm-water, designed in such a way that will be approved by Auckland Council Rodney Area. The design will need to include a method of pumping the water from the tank, which is down the garden, and lower than the road outlet. The Tank is approximately 50 metres from the road, and about 35 metres from the existing 1000 litre detention tank. Unsure if that detention tank would be also adequate for the watertank overflow. It will obviously require a pump to be installed, and I would prefer that if possible the pump to be fitted in or adjacent to the garage, to obviate the necessity for mains power to be installed down the garden by the tank. This design should be capable of being installed by a competent drainlayer. A garage exists which has a detention tank installed, and from there underground piping to the road for storm-water coming from the garage roof. I have a plan, but it is a PDF and I cant upload it.
