Blair Skilton house alterations

3 story house, part of second story is on piles. I want to change out pile section into a cinder block with concrete base workshop and a bathroom through a central wall.. Council advises I'll need engineered designs due to the load from the story's above for building consent. I need designs and someone who can take the job through the consent stage as well.
