Retaining wall assessment review and design

We have a steeply sloping plot that appears to be being retained by a garage concrete wall. There is a flat area at approx 5m above the garage base that has retaining wall that has failed. I am looking for an assessment if the current situation is sustainable and if not then a design to ensure a retaining wall or walls can be built to ensure longevity of of a new retaining solution.
