Ground condition of underlying soils for sleep out concrete foundation

I am in the process of requesting building consent from the council for a garage/sleepout I am wanting built, and they have requested the following information. "Please confirm from structure/geotech engineer as soil condition consider is in “good ground” and so footing sizes suitable as per --- . The maximum non-specific design depth of fill to 600 mm. Where fill is more than 600mm, it will be necessary for a geotechnical engineer to investigate the underlying soils to a depth of approximately twice the width of the fill as per c7.5.3.1 of --- . " If you think you can help out with providing the above information let me know, thanks!
