Urgently need a structural engineer/surveyor advice

Urgently need a structural engineer/surveyor advice. Neighbors new building requires to put 3.5m retaining wall next to my boundary and lots of excavation involved. The site is very deep and It's going to be next to my drive way and very close to my house. We are worried it may cause damage to my house and driveway. We need an expert advice and a kind of pre construction survey to record building and driveway's condition if anything goes wrong it could be a proof.
