Possible Subdivison

We are looking to subdivide a section and to put a prefabricated building on it and would like to know whether it's possible as the ground is quite wet, the property is also on a private road, we have been in contact with the council and they suggest talking to a surveyor before going further. And an idea of the costs involved.
