Due diligence check for a section

I am buying a section which is steep. I would like to get an opinion from a structural engineer about whether I can build a house on this section, If so, what would be the challenges and how much it would cost to build a 3 bedroom house on this section. I need a basic report which would give me confidence in purchasing this section
