Initial planning stage for 3 lot subdivision in Mornington, Dunedin

Looking to engage an architect/surveyor for development planning and advice prior to purchase of site. Site is heavily sloped but over 1200sqm. Agent says 2 units is possible, however we want to know the possibility of a third unit.
