Stone retaining wall requires work

We have a stone wall that has started to crumble away and somehow need to piece it together so that at least the rocks don't fall down. There was never any grout or mortar. It is an old retaining wall but we are not wanting to re-instate it due to high costs and council/geotech issues. The section that needs fixing is approximately 10m long and 1.5-2m high.
