replace/upgrade current outdoor stairs to include landing

The current access to my flat is up 13 stairs with no landing. The stairs themselves end just over the neighbours doorway. I want to upgrade/replace the current stairs to have a landing and then come down on either side of that landing to give access in both directions. I feel like this would look better, be safer and also make it easier for me to have a secured outdoor area for my dog. I'm open to other ways to achieve this and I'd like to get this done in the next couple of months if at all possible.
