Adding internal entry stairs to lower level double garage

Our home is 2 levels, the bottom being a double garage. We want to convert this space to have internal entry from the garage. We would like to add an entry way and stairs to achieve this. Our home requires a certificate of acceptance so we aren't sure whether we should apply for consent for the aforementioned work.
