Outdoor Spiral Staircase

Our house is a middle property, three-storey terraced home with a backyard that is only accessible through the master bedroom on the ground floor. I want to get a quote for the work to add a staircase that will provide direct access to the backyard from the living room's balcony. A spiral staircase is preferable for a smaller footprint but we will also consider other suitable types. I also like to know if this work will require consent. Thanks
