Replace stairs

My exterior stairs need to be replaced. There are about 20 leading down to the house and I want them boxed, not open and with new handrails. There is also work to do on my upper deck to repair/replace decking and 3 of the joists definitely need replacing. There may be a need for scaffolding (but I hope not!). The budget I've chosen is a big range - will need to be closer to the bottom end than the top.
