Internal access staircase

We would like to install an internal access staircase to connect the top level of our house to the basement garage below. We want to put this in where the current laundry is - this room is approximately 4 square metres. We would like to then move the plumbing for the laundry down to the garage level and also remove the external door to the current laundry room and make it a wall instead.
