Installing a safety rail on a rental property staircase

Hi! I'm looking for a builder to plan and install a childsafe hand rail for an interior staircase. The property's a 70s townhouse and a rental with resident tenant and kids. Staircase is approx 6m long and runs from ground level to the top floor. The railing's needed to cover off the open side of the staircase not adjoining the main wall of the house. Solid wooden base and potential to anchor to the upstairs floor.
