Spiral staircase to connect living area with downstairs garage

We would like to find out whether it's possible to install a spiral staircase to connect our main living space with the downstairs garage to create internal access. The property is a small 1960s brick and tile unit. No timeframe yet as we need to understand whether this is possible, what consents would be required and then what the costs would be.
