replace glass on skylight

years ago I had work done on a leaky skylight and the builder put the glass back with moisture and dirt in the middle of the 2 panes. I'd like to replace the glass but my roofer has said he's not confident to do that as it's well attached. Before he puts the final flashings on, I'd like to get someone specialised to take a look at it.
