New Skylight

Install an approximately 1.5m x 1.5m double glazed window style skylight on the sloping section of the stairwell (above the gutter line, essentially on a flat but sloping exterior wall). Advise if a building consent will be required / what can be done without a consent. The wall is on the north side (south side exterior of house pictured).
