New shed (building consent would be required)

I have a small yard and am keen to have a garden shed put in (say 3m x 2m floorspace, around 2.5m high). It would need to be completely weather tight as I'd like to use it as a combined storage and exercise area. Prefer to have a window and a reasonably wide, easy open door (handle not a bolt.) I'm not too worried as to whether the shed is built from scratch or a kitset used (have seen a few that look like what I'm after) - looking to minimize cost but want a fit-for-purpose outcome. Due to the size of the yard, it isn't possible to have the shed its own height away from the boundary, so this means a building consent would be required.
