Fit garden shed in place

There is a thin garden along the back of the yard where we would like the shed to go flush against the neighbours wall. The garden will need to be filled in, we bought concrete tiles but they are too small, might need concrete? The shed has no bottom, and so lets water in underneath. Needs to be secured to the ground with a floor.
