Scaffolding for multi-storey commercial building

We are painters, needing to quote on painting three sides of the exterior render at 156 Jervois Rd. Need a scaffolding quote to complete. Owners are regular customers so excellent chance of securing the job. Still need to be cost-effective though. Part of the scaffolding will be close to two roads and over a section of shop frontage, and will probably require council approval. Not sure how that works for you guys.
