Blocked/leaking downpipe - with rotten weather board

We have a downpipe that is leaking and has caused the weatherboard to rot. I assume the pipe is bunged up and I've been unable to clear it myself. As you can see from the photos the pipe travels under the house. The weatherboard around it has started to rot from the leaking water. We need: 1 -the pipe to be cleared/fixed - it may need to be taken apart. 2- the weatherboard replaced (no need to paint as the house will be repainted in summer)
