external water pipe in washhouse leaking

We have a water pipe that is leaking water into our garden. Last time someone came around and tightened a bolt which fixed it but it's obviously come loose again. I tried tightening the bolt myself but couldn't. Would like to know if anything needs replacing so it doesn't happen again. Thanks :) Picture attached with area leaking circled in red.
