Gutter with waterfall.

Gutters not working in heavy rain, creates a waterfall at one point and a drip further along. A plumber said there seems to be slight sag in the gutter with a noticeable gap between it and the roof/house. The problem roof area is above a large balcony next to the handrail. Directly under the balcony is the backdoor, which has been water damaged by the waterfall.
