Re-alining gutters, and fixing downpipes

My gutters are sagging and water is pooling at the wrong end.... all 3 sides of the house have pooled water at the wrong end. I also want to put some release valves on my down pipes, so I can get rid of water in the down pipes over summer and clean the gutters in the winter without everything going into my tank.... the gutters are in good condition they just need adjusting
