Leak possibly through skylight

Hello. We seem to have a leak in our roof. There is a bit of a stain and wallpaper damage coming down the wall of the stairwell below the skylight. I have included a picture of the skylight from the outside and also from the stairwell. Its difficult to see the stain on the inside pic, but it runs down the wall from below the skylight. It is a 2 story house, concrete tile. We have spare tiles if need be. We would prefer quote from a qualified roofer who is potentially able to use harness and anchor etc if safe to do so, as otherwise I wonder if scaffolding would be more expensive than the job. It might be difficult to quote without knowing if the damage is from around the skylight. So maybe you could let me know on average what your hourly/travel rates are etc. thank you very much
