Repair/replace sealing or sealant around soil pipe

Property is two storey. We have a small leak around a soil pipe which comes through a run of color steel. Roof is north facing, so I believe that the seal or sealant around the soil pipe is weathered (house is around 20 yrs old). So looking for someone to identify that is the issue and then reseal accordingly.
