Roof inspection

I need a roofer to have a look at a place that we are intending to buy to see if the builder's report is correct. This is the extract from the report Where steep roof meets the flat roof there is a flashing installed which slopes back the wrong way causing water pooling in a very high risk area. This area has recently been sealed with a mulseal type paint which did not appear to be dry in areas as black paint came off in my hands. As far as we understand this was sealed because of a past leak. Picture attached I just need a specialist to confirm/not confirm this to be the case and what work if any needs to be done
