Leak from Upstairs balcony through ceiling beneath

Help! Our living room ceiling is leaking badly, and it has been said that the waterproofing of the balcony above might need replacing (or balcony itself). Looking for experienced tradesman who is fair and can fix leak issue for good. Gib/plaster of ceiling once done would be even better. How much approx cost please?
