Down pipe change or extension

Hi I am looking for reasonable quotes on getting a down pipe changed to bigger size or get it extended. I have an overflowing gutter issue in the deck area under pergola when its rains heavily. I suspect the down pipe coming from second level is the cause and needs to be diverted or change it to bigger wider down pipe on the deck. Please see the photo’s attached. First photo shows the problem of overflowing water from the spouting.
