Roof leaking only in heavy rain and wind

Yesterday the heavy rain shows the tenant where it is raining and leaking. Been fixed once before but not fix the cause of the leak. I think the wind and rain have lifted up the roof. So water pours into the living room. From the Top. The old windows need to check for rain leaking and draught too..
