Gutter Improvements - 2 potential jobs

I would like to make 2 improvements to the gutters in my house. Job 1: Install a splitter/diffuser on the gutter downpipe coming from the top roof to the lower roof. See the picture called Job1 for details. When it rains heavily, this prevents water from flowing freely on the lower roof. Job 2: The gutter on the lower roof does not have a proper angle and water stays in the gutter. This is a problem when it rains heavily. Keen to hear solutions to this problem. One idea I have is to install a 2nd down pipe from the lower gutter in the main downpipe into the drain. See picture Job2 for details. I am keen to get some advice on these 2 jobs and get a quote.
