Bracket needs refixing

One of the brackets has come loose on the guttering and needs refixing. The job is simple however the access is not so easy. It will require a long ladder as it's on the top floor of a 2 story house and probably requires a standoff to be able to work on the guttering. There are also steps below the area where the work is required, although there is a garden area that could be used if the ladder is narrow enough. The photo has a red circle around where the guttering needs fixing.
