sealing of flashing/penetrations/valleys

From a building report they note: Kick out flashings have not been fitted where roof apron flashings terminate adjacent to the spouting. I would like a quote to fix this and make it weathertight. This needs to be looked at and fixed in a block of 3 flats, in the joins between houses1&2 and houses 2&3.
