Repair concrete tile roof hole

We have a concrete tile roof (old 1940s state house). There is a hole in the roof on the corner of the house, not very big but big enough for birds to get in. Doesn't appear to get rain in. I would like it repaired. The whole roof probably need re mortaring but we don't want to do the whole lot just now. Also, we have around 10-15 tiles that have been replaced with new ones that are a different colour, they are in an obvious spot, so would like them moved to a less noticeable place. Had a quote last year for some roof work, and it was quite expensive as they wanted to put up scaffolding, ideally don't want to have to do this for a simple repair.
